When measurement value is angle hexadecimal notation, MeasureReport judges tolerance converting to decimal system internally.
The following trouble occurs not to convert from hexadecimal notation to decimal system.

【Case】
Nominal value 10:00:00 Tolerance ± 0:10:00
(Correct) Lower allowance value 9:50:00 / Upper allowance value 10:10:00
(Incorrect) Lower allowance value 9.9000 / Upper allowance value 10.1000

The following is condition which judge out-of-tolerance as in tolerance.
This problem occurs when angle is hexadecimal notation, both of upper/lower limit difference are plus side or minus side of nominal value, calculation result of upper/lower limit allowance value (misconversion) sets up tolerance between correct nominal value and correct upper/lower limit allowance value.
